Bent, sorry to hear about your mishap. Get well soon.

Yes, the Motard bikes are quite addicting. I've been teaching dirt bike schools too often and I'm hearing the Sirens calling me back to the 'Motard track. I now have that additional 04 KTM 450 I can use for it while I leave my 02 520 EXC for the dirt. Never too many bikes says I. Now I need to get the Husaberg back together as well (electrical gremlins).

Keep in touch and lets keep the OHVCOW on track (still don't like that Acronym). I'll be going to the June 29 & 30 WOHVA Convention, will you be up there? John has suggested I run for a board position in order to get a motorcyclist involved.

•   Communication forum:  Example - Minnesota Motorized Trail Coalition (MMTC)

An informal forum of the major Minnesota motorized recreation trail organizations. Each organization has an appointed representative.  Periodic meetings are conducted with attendance at meetings by invitation only.  A temporary chair person sends out the agendas and runs the meetings.  In April MN formed a formal, incorporated 501 (c)(3) association, the Coalition of Recreational Trail Users.

We will be taking the next step and working on starting a state entity of some form to represent the OHV community. The discussions should be lively. Thanks Bentley for attending the first meeting and I hope to see you at this one. We need WOTA represented!

The below agenda will be going through some revisions. The meeting will most likely go to 4pm instead of 2 to get all of the work done on determining what the state organization will look like. I'll post any updates we get.

I'll see you at the OHV workshop on April 14th, we can talk then. I have not sent anything yet but I do have the basic DVD showing a kids trials school I will send. I'll also include where to find the video clips mentioned earlier. I would also like to send similar items to the responsible people for the OHV park planned in Forest County. We were going to ask for a trials area in the new 4000 acre OHV park.

Here is some information on the new proposed DNR rules we will discuss at the NOHVCC workshop on April 14th in Portage.

Hi Folks,
Attached is the announcement of public hearings concerning the proposed changes to Department of Natural Resources' Administrative Code. Proposed changes of interest include: a $5 increase to the cost of a annual state trail pass (from $15 to $20), rules regarding motorcycles and their use on DNR properties, language toclarify the purpose and management of State Ice Age Trail Areas, and rules concerning camping in state parks.

Hearings will be held:
April 16 in Madison
April 23 in Milwaukee
April 25 in Wausau

NOTICE IS HEREBY GIVEN that pursuant to ss. 23.091, 23.09(2)(intro.), 23.11(1), 23.28(3), 23.293, 27.01(2)(j), 27.01(10)(b) and (f) and 227.11(2)(a), Stats., interpreting ss. 23.091, 23.09(2)(intro.), 23.11(4), 23.17, 23.175, 23.28(3), 23.293, 27.01(2)(i) and (j), 27.01(10)(f) and 28.04(2), Stats., the Department of Natural Resources will hold public hearings on revisions to chs. NR 1, 45 and 51, Wis. Adm. Code, relating to use of department properties. The proposed rule contains a number of changes for the purpose of improving or clarifying existing rules, creating a few property specific rules and amending a number of rules affecting fees and reservations in state parks and forests.

Seven state parks are being proposed to be added to the list of parks that charge an additional $3.00 per day for camping due to local market conditions and there is also a proposal that the fee be applied year round to all 15 parks that charge this differential. A state trail season pass fee increase of $5.00 is being proposed to meet increasing costs of maintaining and managing the trails. This would increase the annual fee from $15 to $20. Other proposals are aimed at simplifying the fee system in response to requests by the users.

A change in facility reservations would allow reservations to be made 11 months in advance for picnic areas, shelters, auditoriums, amphitheaters, tepees and yurts. The current rule allows reservations to be taken on the first business day in January.

Rules are being proposed for the newly established Lake Shore State Park that will establish hours and prohibit alcohol consumption outside or organized events.

Language has been included in ch. NR 1 to clarify the purpose and management of State Ice Age Trail areas, and to identify allowed uses and activities in order to provide consistency and improve management.

Other miscellaneous changes are proposed.

NOTICE IS HEREBY FURTHER GIVEN that pursuant to s. 227.114, Stats., it is not anticipated that the proposed rule will have an economic impact on small businesses. The Department’s Small Business Regulatory Coordinator may be contacted at SmallBusiness@dnr.state.wi.us or by calling (608) 266-1959.

NOTICE IS HEREBY FURTHER GIVEN that the Department has made a preliminary determination that this action does not involve significant adverse environmental effects and does not need an environmental analysis under ch. NR 150, Wis. Adm. Code. However, based on the comments received, the Department may prepare an environmental analysis before proceeding with the proposal. This environmental review document would summarize the Department’s consideration of the impacts of the proposal and reasonable alternatives.

Some of the wording on OHM vehicle size and ages needs to be addressed, it looks too similar to the current ATV rules that have kids ATVs by displacement rather than by if they fit on the vehicle properly.

There are also other issues we will discuss at the workshop. Our results will be forwarded to the DNR as a proposal to change their regulation before it is instituted. This is great timing, to have the workshop just before the rules become finalized. The DNR has worked with NOHVCC before and they have said they are looking forward to partnering with a new state OHV association. It makes their job easier having a voice of the OHV community they can go to for input.

I'm currently a member of the Manitowoc club that bought the abandoned gravel pit (66 acres). As an acoustic engineer I and another NHV engineer at H-D volunteered to represent them on the noise issues in court and did in fact attend and testify for them twice. We did a property line noise survey using sound equipment loaned by H-D that was very pursuasive in court. Our bill to the club was free memberships rather than the thousands we could have charged.

The one owner nearby wanted to buy the land himself and was very annoyed when the club bought it. He is appealing our win but we now have local groups supporting us such as the county board of realtors. They hate strict zoning rules in their business and have filed a brief in support of the club.

The club is able to survive with 35 members paying $300/year. There have been no noise complaints this year and the club purposely moved the trails to be further away and out of sight from the neighbors. We expect to win again in court. As a good will jester I will be offering to teach free OHV classes (ATV or dirt bike) to the local board, so they get to see what this OHV stuff is all about. I have also helped the club have their grounds accepted as a certified MSF and ATV training site. It's hard to critisize when the cub is offering "Safety" courses to the public.

The DNR has just propsed new rules effecting OHM and dual-sport bikes being used on state DNR lands.
This will be one of the topics discussed at the April 14th NOHVCC sponsored OHV workshop in Portage.
We will be discussing the proposal and will put together a unified response to the DNR. This is also a great time to submit a proposal to the DNR that they add a trials training area near the trailheads when they update or build new OHV trails in state forests or the new OHV park in Forest County. Public comment is being taken until May 4th.

If you can make it, please register and attend the OHV workshop mentioned earlier. The DNR has specifically asked for our comments on these issues.

The agenda was just updated and you can register on-line.

The workshops are not a sit there and listen to the presenters all day long. We break off into smaller groups to discuss issues and come up with suggestions that are brought before the whole group. This is a great chance to sit down with fellow riders and come up with solutions to the OHV issues facing the state.

The Wisconsin Four Wheel Drive Association, Wisconsin Off-Highway Vehicle Association, the American Motorcyclist Association District 16 and the National Off-Highway Vehicle Conservation Council will conduct a one-day off-highway vehicle organization development workshop on Saturday, April 14, 2007 at the Comfort Suites in Portage, Wisconsin.

I always bring up the trials bikes at every OHV meeting I go to. At the Bong meeting I asked for a separate area with big rocks and other obstacles to be added. I think we should send the state trails coordinator a trials CD so she has a better understanding of what its about. Do either of you have something you could part with that is not so extreme as to have her gasping in fright?

Hi Bently, Dave;

I was looking at older e-mails from both of you and thought I would visit the WOTA site again to see what's new. I'm sorry to hear you have had trouble with hackers. Hasn't anyone told the Ruskies the cold war is over and they lost? Guess they are still annoyed.

Are either of you coming to the OHV Organizational Development Workshop on April 14th? I'd like to see the trials guys have a voice in the building of the state association as well as have input on the proposed Badgerland OHV Park in Forest County. 

Dave, I just picked up a few tractor tires I'm going to use for another obstacle. I think I can get more free ones from Perfect Circle Tire just up the road towards Plymouth.
